Nupur Bora: Assam Civil Service Officer Arrested in ₹2 Crore Cash and Gold Seizure Case

Nupur Bora is an Assam Civil Service (ACS) officer who joined the government in 2019. She was born on March 31, 1989, in Golaghat district, Assam. She completed her English Literature degree at Gauhati University and earlier studied at Cotton College, one of Assam’s most reputed institutions.

Before joining the ACS, she worked as a lecturer at the District Institute of Education and Training (DIET). Her civil service journey began as Assistant Commissioner in Karbi Anglong from 2019 to 2023. She then moved to Barpeta as Circle Officer and later became Circle Officer in Goroimari, Kamrup district.

What Led to Her Arrest?

On September 15, 2025, the Chief Minister’s Special Vigilance Cell raided her properties. The raids produced shocking results:

  • Officials seized ₹92 lakh in cash and jewellery worth nearly ₹1 crore from her Guwahati residence.

  • They also found ₹10 lakh in cash at her rented house in Barpeta.

  • Investigations further revealed suspicious land transactions.

In total, the authorities recovered over ₹2 crore, which turned her arrest into one of the biggest corruption cases involving a young ACS officer.

Allegations Against Nupur Bora

Authorities claim that Nupur Bora misused her position to collect wealth far beyond her income. During her time in Barpeta, she allegedly transferred land belonging to Hindus to questionable buyers in return for money.

The Vigilance Cell also searched the home of her aide, Lat Mandal Surajit Deka, who worked at the Barpeta Revenue Circle Office. Investigators accuse him of helping her acquire land properties illegally.

What Chief Minister Himanta Biswa Sarma Said

Chief Minister Himanta Biswa Sarma confirmed that the officer remained under surveillance for six months.

He stated:

“When she was posted in Barpeta revenue circle, this officer transferred land belonging to Hindus to suspicious persons in exchange for money. We have taken strict action against her.”

Why the Case is Significant

The case highlights growing concerns about corruption in civil services. An officer with only six years of service managed to gather massive unaccounted wealth, which reveals serious gaps in accountability.

Moreover, land ownership in Assam often connects to ethnic, religious, and migration issues. Therefore, the allegations against Nupur Bora carry social and political significance beyond corruption alone.

Similar Cases of Civil Servants Caught in Corruption

Nupur Bora’s arrest is not unique. Other officers across India have faced similar charges:

  • Dhiman Chakma (IAS, Odisha) – Arrested in June 2025 while accepting a ₹10 lakh bribe. Officials later seized ₹47 lakh in cash.

  • Pooja Singhal (IAS, Jharkhand) – Arrested in 2022 for laundering money linked to MGNREGA fund embezzlement.

  • Vinay Kumar Choubey (IAS, Jharkhand) – Detained in 2025 for his role in the liquor policy scam.

These examples prove that misuse of power, disproportionate assets, and bribery remain persistent challenges in India’s administrative system.

The Road Ahead

The investigation against Nupur Bora is still underway. If proven guilty, she may face dismissal, imprisonment, and confiscation of assets. In addition, the Assam government is expected to strengthen vigilance systems to prevent similar incidents in the future.
